This note summarises the story of the development of the Housing Market Renewal (HMR) Pathfinders. It mainly covers how and why they were established, what was spent and points to other reports that have looked at their effectiveness.

HMR operated in areas of low housing demand between 2002 and 2011. The intention of the strategy was to renew failing housing markets and reconnect them to regional markets, to improve neighbourhoods and to encourage people to live and work in these areas.

The Coalition Government ended specific funding for the Pathfinders with effect from 30 March 2011.

Research has now been published on the overall impact of the Pathfinders and the lessons that can be learned for future regeneration projects.
